BJP scripts history in Assam
New Delhi, May 19: The BJP today made history in Assam by getting its first government in the north east, decimating Congress which was dethroned in Kerala too even as two women Chief Ministers Jayalalithaa and Mamata Banerjee romped home for a second consecutive term in Tamil Nadu and West Bengal.
Suffering a rout in the current round of assembly polls, the Congress could take heart only from the fact that it managed to wrest power in Puducherry from its breakaway group AINRC with a simple majority.
The high-stakes elections saw the end of Congress rule in Assam where it had scored a hat-trick last time under Tarun Gogoi.
With Union Minister Sarbananda Sonowal as its Chief Ministerial face, the BJP and its allies AGP and Bodo People's Front scored a landslide victory, cornering 86 seats in the 126-member Assembly.
The BJP won 60 seats on its own.
The AGP bagged 14 seats while the BPF secured 12 seats. Last time, the AGP had 10 and BPF 12.
The Congress, which had 78 seats in the outgoing Assembly, could bag only 26 this time. The AIUDF, led by Badrudin Ajmal, won 13 seats, against 18 which had made it the largest opposition party in the Assembly.
In neighbouring West Bengal, Trinamool Congress headed by Mamata Banerjee secured a two-thirds majority, fighting it alone against the Left-Congress combine.
Bettering its performance over the 2011 elections, Trinamool Congress, which had then contested in alliance with Congress and won 184 seats in the 294-member Assembly, has now ended with 211 seats in its bag.
The Congress improved a bit this time by getting 44 seats against 42 last time.
Its ally CPI(M) registered a big slide as it got only 26 seats against 40 it had last time, while its allies CPI got one, Forward Bloc 2 and RSP 3.
On the same eastern coast, Tamil Nadu defied its 32-year-old tradition and belied several exit poll predictions by handing a handsome victory to the ruling AIADMK led by charismatic Jayalalithaa.
Facing a tough opponent in the DMK-Congress alliance, the AIADMK managed to win 134 seats, 13 more than the halfway mark in the 234-member House.
Although it got a majority, AIADMK slipped on its past performance of 2011 when it had got 150 seats. However, it is for the first time since 1984 that a ruling party has been voted back to power in the state.
DMK, headed by 91-year-old M Karunanidhi, put up a strong fight and bagged 86 seats and was leading in 3 more till filing of this report.
This itself will be a first of sorts in Tamil Nadu Assembly where the opposition will be in big numbers. Its allies Congress won 8 and IUML one.
The PMK, which contested all the seats, and the third front headed by actor Vijaykanth drew a blank.
Kerala kept with its tradition as it voted out Congress-led UDF and handed over reins of power to the Left Democratic Front.
Congress, which was routed in Assam and Kerala, got a consolation victory of sorts in Puducherry as the party along with DMK stormed to power in the tiny union territory with a simple majority. The alliance bagged 17 seats in the 30-member assembly. PTI
Pul congratulates Sonowal
ITANAGAR: Chief Minister Kalikho Pul congratulated BJP’s Assam Chief Ministerial candidate Sarbananda Sonowal for the party’s victory in Assam. Terming the win as a people’s victory, he said that “I was not at all surprised by the clear mandate in favour of the BJP and its allies.”
“I was in Assam during the campaign period and I felt the pulse of the people. The people wanted a change from what the Congress Govt. was offering”.
He also congratulated Himanta Biswa Sarma and other leaders in the alliance from Asom Gana Parishad (AGP), the Bodoland People’s Front (BPF) and other tribal groups for the victory.
Pul further said that the victory of the BJP and its alliance in Assam would have far reaching implications for the northeast region, and specially Arunachal Pradesh. He said he was confident that this would create an environment where we can work together for regional growth in the northeast.
Stating that Assam and Arunachal have a relationship that goes beyond the time of the British, Chief Minister Pul expressed confidence that cross-cutting issues with our neighbours like the vexed boundary issue, will be amicably sorted out by ensuring that stakeholders at all levels are involved in the process, which will be done in consultation with the local citizens and the two state governments.
Meanwhile, the Bharatiya Janata Party, Arunachal Pradesh unit has extended its congratulation, especially to the people of Assam for the mandate given to BJP.
An official release stated that, it is a historic victory in the political history of Assam and would make an impact in the political equation of North East as a whole.
The BJP state unit also extended its congratulations to the people of West Bengal, Kerala, Tamil Nadu, and Pondicherry for electing few BJP members in their respective elections.
Tawang police files FIR against May 2 police killing

Tawang, May 19: More than 17 days after two people were killed in Tawang Police firing, the district police has finally filled an FIR, taking cognizance of the complaints filed by the relatives of the victims.
17-year-old Monk Nyima Wangdi from Tawang Monastery and 31-year old Tsering Tempa from Jangda village were killed by police bullets and at least ten others were injured at Tawang Police station when supporters of anti-dam activist Lama Lobsang Gyatso clashed with police demanding his release from the police custody on May 2.
The complaints filed by the family members of the two victims, villagers and Save Mon Tawang Federation were not acknowledged till May 18.
SP, Tawang Tumme Amo said that the FIR's dated May 2-3 have been located and a case has been registered now against the Tawang Police for resorting to firing killing and injuring as per content of the FIR. He said that of the four complaints, one will be the basis of the FIR while the three others will be treated as complaints as it all relate to the same incident.
Meanwhile, a team consisting of Manipur based Human Right Alert and Indigenous perspective, Kolkata based Masum and Human Right Law Network met with the DC Kashish Mittal and SP Tumme Amo to get a first hand information on the Tawang tragedy. They had asked the SP and DC to ensure that FIR is filed against the police even as the government has already instituted two inquiry committees.
It is pertinent to mention here that National Alliance of People's Movements (NAPM) had written to the National Human Rights Commission (NHRC) on alleged violation of human rights in the case of Tawang firing. The NAPM had requested the NHRC Chairperson to constitute an independent expert committee and send them to Tawang valley for investigation of the whole incident including role of police officials and politicians.
Border security top priority of state Govt: CM
ITANAGAR, May 19: Chief Minister Kalikho Pul has said that the State Government has accorded top priority to border security.
Border security has been accorded top priority by the State Government and is also very much concerned with the welfare of defense personnel guarding the international border in tough and difficult terrains, said Pul during a meeting with Lieutenant General Praveen Bakshi, General Officer Commanding-in-Chief, Headquarters, of Eastern Command in his office on Thursday.
He insisted on all weather road connectivity to border areas and maintenance of these roads. He stressed the need for expediting the construction work of strategically important Tawang Road which is progressing very slowly.
He urged the Lieutenant General Bakshi to further strengthen their base at eastern part of the state too and requested to inform him in case of any hurdle in getting land requirement from the Govt.
He said that to expedite the process of land acquisition, especially to facilitate the Defense Forces and Border Road Organizations, a single window System has been initiated by the State Govt.
He, however, advised him to maintain a uniform rate all over the state while giving land compensation.
He reiterated that Advanced Landing Grounds should be allowed for concurrent use both by the Defence personnel and State Govt. helicopters in peace time. He urged them to convey the message to the Air Force base at Shillong.
He assured that the state govt. is always there to cooperate and to provide all administrative and local support to the Army. He, however, requested them to develop cordial and friendly relations with the civilians and to win the hearts of the local people by taking up welfare activities in the border areas.
Earlier, Lieutenant General Bakshi, while citing land as the biggest issue, he apprised the difficulties in getting lands acquisitioned for the establishment of their bases in the state and sought the intervention of the Chief Minister at appropriate level.
He also requested the Chief Minister to exempt entry tax for the goods of the defense personnel as the same is exempted all over India as no separate fund is provided by the Ministry to pay for the entry tax to the State Govt. He said that it causes unnecessary delays in movement and transportation of their ration items.
Lieutenant General Bakshi was accompanied by Lt General Abhay Krishna, General Officer Commanding, Headquarter 3 Corps and Major General Vikal Sahani, 56 Division Commander, Likabali.
Arunachal deserve special privilege: CM
ITANAGAR, May 19: Arunachal Pradesh being the most backward state of the North East region owing to its vastness, hard terrain and nature of its scattered habitations deserves a special dispensation, said Chief Minister Kalikho Pul during his meeting with Naveen Verma, Seceretary and BN Prasad, Director, DoNER Ministry yesterday.
While apprising the issues that require urgent attention in the state, Chief Minister apprised the visitors that ALGs in the state needs to be upgraded for civilian use. He reiterated that if infrastructural facilities of these ALGs are developed, it will help boost tourism and hydropower investment.
He apprised the DoNER team that fund would be utilized on prioritized sectors on need basis and in critical service sectors like roads, health, education, electricity, water supply & sanitation, police, agri-horticulture and securing investments which are the thrust areas of the state govt.
To converge the planning process of the state govt and to synchronize it with that of the DONER Ministry, he suggested for an Annual calendar between the DONER Ministry and the GoAP for submission of DPRs, UCs and release of funds.
He impressed upon the visitors not to downsize the project estimate without consulting the State Government at the time of sanctioning the projects citing that the sudden and unilateral downsizing of the project estimate defeats the purpose for which project are proposed.
He apprised them that the state govt is expediting the submission of all UCs and all the departments were instructed to submit the UCs immediately as and when the project is completed with supporting photographs. However, he also made it known to them that there are few projects for which the balance funds have not been released despite submission of UCs in time and requested him to look into it. He also sought for additional funding of the uncompleted projects which are on verge of completion but could not be done so due to insufficient fund caused by cost escalation.
He re-affirm the visitors that his govt would strictly monitor the implementation of the project and assured that project would be implemented in letter and spirit.
Naveen Verma informed the Chief Minister that Gove of India has earmarked Rs 92 Crore for the Arunachal Pradesh annually under DONER. He also informed that works upto Rs 119 Crores can be availed by Arunachal Pradesh under SIDF in Border Areas. He apprised the Chief Minister that the uncompleted projects can be handed over to Central govt to be taken up under NLCPR.
However, he made it clear to the state govt departments that the Detail Project Reports should reached to the DONER Ministry at Delhi latest by 31st May, so that the projects get sanctioned by the month of September.
He suggested the state govt to make use of Information Technology in project implementation process like e-tendering as well as Geotagging (using VSAT) for sending Utilization Certificates to the Ministry which will save times and can be done instantly. He further said the Ministry is willing to give training to officers at all level with regard to Pradhan Mantra Krishi Sinchayee Yojana (PMKSY).
The Secretary DONER further suggested to adopt Public Private Partnership Mode for Health Care System in the state. He also suggested to observe Hornbill like Festival to attract more tourists in the state which would be financed under DONER Ministry and also to avail schemes under National Rural Livelihood Mission.

Give priority to road connectivity: Governor to DoNER ministry
ITANAGAR, May 19: Governor of Arunachal Pradesh JP Rajkhowa has urged the Ministry of Department of North Eastern Region to give priority to road connectivity.
Considering the roads in Arunachal Pradesh as defence roads of immense importance for National Security, it should be given top priority, Governor said during a meeting with DoNER Secretary Naveen Verma who called on him at Raj Bhavan here yesterday. Providing a list of 12 ‘Orphan Roads’ to the DoNER Secretary, the Governor asked him to consider these roads on priority.
The Governor also emphasised on financing Advance Landing Grounds (ALGs) of Ziro, Aalo and Pasighat for civilian purposes and said that other ALGs in different parts of the State should be taken up simultaneously as they are strategically very important.
Commending the DoNER for the NEC funded North Eastern Region Community Resource Management Projects (NERCORMP) in the State, which have hugely benefited the indigenous population, the Governor suggested extending the projects to four other drug addiction affected districts of Namsai, Lohit, Anjaw and Dibang Valley. He added that interior and border districts like Upper Siang, West Siang, Upper Subansiri, Kra Daadi and Kurung Kumey must also be taken up under NERCORMP or any other such compassionate schemes.
The Governor also said that two very pioneer institutes of higher education of the state -- Jawaharlal Nehru College, Pasighat and Dera Natung College, Itanagar are in dilapidated condition while first Women College of the State is running in temporary arrangement. He wished that if any proposals are sent from these colleges, those must be taken with sympathetic view.
The Governor also asked the DoNER Secretary to relook and work out to restart the projects which are halted due to financial hitch. He also asked him to review the projects, which are sanctioned but not yet started since long time. The Governor emphasised for proper monitoring mechanism and public auditing to ensure quality of work and to weed out bogus reporting.
During the meeting, the DoNER Secretary briefed the Governor on the programmes and schemes taken up by the ministry. He also highlighted many windows for availing funds and schemes for rural development.
At the request of the Governor, the DoNER Secretary assured to support and provide funds to the NGOs working against drug addictions.

DA informed of illegal activities in Balijan
ITANAGAR, May 19: Balijan Circle Youth Association (BCYA) has drawn attention of the Papum Pare district administration to the rampant illegalities being perpetrated by so called locals in connivance with outsiders in Balijan.
Informing the Papum Pare DC about rampant land encroachment of Government Higher Secondary School, Balijan and Range Forest Office, Daflagarh Range, Balijan under Banderdewa Forest Division, the BCYA said that the encroachment activities of the said school compound is posing serious threat to future development of the school.
Moreover, one Hostel Building meant for girls is yet to be occupied and made functional. All this can be well attributed to the mismanagement and negligent attitude of school management committee, it said, and sought early demarcation of the school and hostel premises with walls and proper mapping.
In case of land encroachment issue of Range Forest Office, Daflagarh Range, BCYA said that the matter was reported to the concern authority on many occasions. But to no avail. No visible actions have been initiated by the authority so far. If the present situation is not interfered, the entity of Forest Range office of Daflagarh, will be vanished.
It also alleged occupation of government market shed in the heart of Balijan market premises by some individuals.
The BCYA also said that there was an urgent need to shift the present Police check gate to nearby Assam-Arunachal tri-junction boundary or Shiv Mandir and make the Indoor Stadium, built a couple of years ago near the Police Station Balijan functional.
It also informed that the stretch of road from Shiv Mandir (Assam-Arunachal Tri-junction) via office of the Additional Commissioner Balijan to Government Higher Secondary School Balijan was also in dilapidated conditions with number of potholes which requires immediate maintenance.
Orientation workshop held for Special Outreach Programmes
ITANAGAR, May 19: An orientation workshop on the three-month long Special Outreach Programmes (SOPs) to be organised by Directorate of Field Publicity (DFP) was held on Thursday at Banquet hall here.
Chairing the meeting, Chief Secretary, Shakuntala D Gamlin underscored the need for improving the human development indices of the state. She said that we need to work very hard and strive for last mile connectivity. The campaign should be the beginning of such dissemination of the programmes widely in the districts, the CS said, adding that considering the tough geographical terrains and various other constraints that Arunachal Pradesh faces, an extra push on all fronts is needed to make the various programmes successful. She called upon the line departments to give all out support and work in close coordination and asked DFP also to take the support of the district administration. She also directed for the field publicity unit of IPR dept. to collaborate with DAVP.
On the occasion, the CS also shared her vision and concerns on taking forward the state in areas of public health care. In improving the health care indicators; she advocated for building up skilled pool of human resources of workers, craftsmen and paramedics and in upgrading skills in various viable sectors like tourism, healthcare, automobile and garment etc among the people for meeting the needs within the state and outside adding that perspective plan for the state is needed to be taken up in mission mode on Urban sanitation. She also stressed on standardized dustbins and sanitary toilets, proper garbage disposal management adding that a culture and ethos of proper garbage disposal should be promoted. “We need to create awareness among the people to stop use of plastics, organize community cleaning and involve the students and make it a campaign.”
She also informed that the Chief Minister has showed keen interest to support such voluntary cleanliness campaigns. She also stressed on the need to arrest dropouts of girls and boys, for reaching out to incentives women for delivery and also for lactating mother.
The meeting decided to share publicity and IEC materials in printed and audio visual with the IPR dept of the state government- which is also implementing the GOAL- Govt Outreach Advocacy Leverage - and other line departments. On creating awareness on Soil Health Cards and Fasal Bima Yojana, the Director, DFP, Dr. H.R. Keshavamurthy urged the officials of Agriculture, RD departments and other line departments to issue instructions to district and block officers to collaborate with DFP in the upcoming awareness programmes.
The Dy. Director Panchayat suggested for utilizing the expertise of SIRD faculty members as resource persons in the DFP campaigns.
Earlier, Keshavamurthy, highlighted on the upcoming SOPs. He informed that the DFP works in close coordination with PRIs and various other stakeholders. Sports and cultural programmes are also included in their outreach programmes, he further informed. The target beneficiaries are the poor, youth, women and farmers.
He added that if the line departments and DFP work together, there will be greater reach and impact of the publicity drive, thus promoting the successful implementation of the central schemes. He also called upon the line departments to share success stories.
The workshop was held with various stakeholders for better coordination and synergy and convergence towards the successful implementation of the Central govt flagship programmes like MPDJY, PMSBY, MUDRA, DBT, PMAY, Gramin Vikas Yojana, DDUGJY etc for the poor, Fasal Bima Yojana, Krishi Sinchai Yojana, Disaster relief etc for farmers; Skill India Mission, Make in India, Start up etc for Youth; Ujwala Scheme, Swacch Bharat, Sukanya Samridhhi Yojana, BBBP, Indradhanush etc. for women. In addition, the focus of the campaign will also be on various initiatives taken by the central government in infrastructure sector, economy, governance and the other milestones in social sectors, sanitation etc.

Aadhaar Card to be seeded in time bound manner:DC
Pasighat, May 19: “For active workers, Aadhaar Card seeding should be done in time bound manner and accounts should be opened in their names”, said East Siang Deputy Commissioner Isha Khosla. She was interacting with BDO Ruksin, Vijoy Tamuk and his staff.
The DC stated that even the PECs should go to the villages for enrollment for Aadhaar Cards for the left over population so that there is hundred percent enrollment. She entrusted the responsibility of taking the PECs in the villages to the local administrative officers and responsibility of collecting the people to the BDOs.
While inspecting the BDO office at Ruksin, the DC instructed for maintaining proper records and work as per norms.
The DC along with PD(DRDA), Sibo Pasing and other staffs made an extensive tour of the block and visited villages like Oyan, Ruksin, Rani etc. They inspected the schemes undertaken under MGNREGA and interacted with the villagers. .
Taking stock of the general administration in Ruksin circle, the DC instructed ADC Ruksin, T. Pada to keep vigil especially for drugs and other anti-social elements. She instructed the ADC to make surprise checking at the Check Gate personally. Since the boundary is porous, the need of vigilance is more, the DC Khosla added. DIPRO
Guv calls upon Army to adopt villages, schools in remote border areas
ITANAGAR, Apr 19: Governor JP Rajkhowa has called upon the Indian Army to adopt villages, schools and conduct medical camps in remote border areas of the state. The Governor was interacting with General Officer Commanding-in-Chief, Eastern Command, Kolkata, Lt. General, Praveen Bakshi on Thursday at Raj Bhawan, Itanagar.
The discussions were on strengthening the Army presence in Arunachal Pradesh and healthier Civil-Army liaison for better coordination and harmonised environment in the Frontier State.
The Governor suggested the Army to provide ration items through their canteen facilities and medicines and study materials to the health centres and schools respectively. With its men and machine, Army can help patient evacuations during emergencies and maintain all the roads clear at all the time. Such initiative by the Army will help in arresting the migration of the indigenous population from rural border areas to urban settlements leaving those frontier areas vacant, Rajkhowa added.
Citing the example of Everester Anshu Jamsenpa, the Governor also asked the Lt. General to groom sporting talents.
The Governor stressed that the Army unit in different parts of the state must motivate the local youth to join the Indian Army, particularly in the Arunachal Scouts. Citing that indigenous people are from hill tribes, the Governor said that height relaxation must be applied for them and Army must consider their case. The Governor, who has already taken up the issue with the Defence Minister, asked the Army Officer to take up it at their level also.
Further, the Governor congratulated the Indian Army for successfully summiting Mount Everest at dawn of May 19, which was closed due to the devastation caused by the earthquake in Nepal last year. He also commended the Army Units in Arunachal Pradesh for strengthening their position in the border area.
The Army Commander briefed the Governor on the overall scenario of Army presence in the State and area of responsibilities. He requested the Governor for his personal intervention in the process of strengthening the defence infrastructure in the State in order. He also proposed for regular ‘Civil-Army liaison’ meeting at various levels of Command.
Lt. General Bakshi also suggested some strategic projects which are required to augment defence preparedness that may be taken up by the state government.

Administration and Police always ready for safety & security of public: DC
PASIGHAT, May 19: “The Administration and police are always for the safety and security of the public and will never be left behind in maintaining law and order,” said East Siang DC Isha Khosla, while interacting with the Gaon burahs/buris, PRI members, business communities, local populace and staff of Oyan Circle. The DC was at Oyan to take first hand information regarding the alleged breakdown of law and order, rampant extortions, drug trafficking etc. in Oyan Circle which appeared in some local dailies.
The DC said that any kind of donation is illegal so people should report to the administration or police if they find any donation seeker.
Drugs and alcohol not only affect the addicts but also affect the family and the society as a whole. It leads to increase in crime and anti social activities besides health problem and economic drainage, she said and appealed all sections of the society to jointly check and fight the menace.
She urged people to come forward and inform or report to the administration so that prompt action can be taken.
Also whenever any action is being taken against someone, the public should let the law take its own course, she appealed.
She instructed the Circle Officer, Ocean Gao to carry out extensive raids for illegal selling of liquor and drugs and seal the shops and cancel the licenses if anybody is found indulging in such illegal activities. She also asked him to increase patrolling during the night time.
“The Govt. has decided to provide vehicles to the district police, if available one vehicle will be made available to the Sille- Oyan Police outpost,” she said and also assured to take up with Govt. for increase in deployment.
Gaon Burah Basonsing Pao, Gaon Buri Bobita Bori, President Daily Bazaar, Tamat Takoh, Bazaar Secy Tado Kamsi and members of business community disowned the report claiming that no such incident happened in the area.
Other than few cases of drug paddling and 2 cases of human trafficking wherein due to the prompt action of police and administration, they were arrested and sent to Pasighat, no such case is reported in the area, they said. CO Ocean Gao while briefing about the case reported and action taken on them, informed that every possible efforts are being taken to maintain law and order. He also divulged that even local informers are engaged to check anti social elements and their activities. The CO said that he with his team is ready on call round the clock. He said that the news report has sent a wrong message and appealed to the DC to take up the matter with the appropriate authorities so that such incident don’t occur in future. DIPRO
Pul calls for early appointment of APPSCCE qualified candidates
ITANAGAR, May 19: Chief Minister Kalikho Pul yesterday directed the department of personnel to immediately issue appointment order for the candidates who had qualified the Arunachal Pradesh Public Service Combined Competitive Examination (APPSCCE) this year for the entry grade.
This followed after APPSCCE qualified candidates called on the Chief Minister and apprised him of slow appointment process.
They requested that appointment orders be issued on similar considerations as issued earlier to the qualified candidates of Arunachal Pradesh Police Service (APPS), which was made without police verification as their scheduled training in Shillong was being delayed.
Accordingly, the Chief Minister directed the department of personnel that medical test and police verification could follow while the new recruits resume with their training programme, following their issuance of appointment orders.
If any discrepancies found later in the verification process of the candidate, necessary action could be taken in due course of time, said the CM.
Terming the qualified candidates as the “cream of the state”, the Chief Minister urged them to work dedicatedly for the cause of the state.

Pul interacts with Duyu Kampu
Chief Minister Kalikho Pul also met Duyu Kampu, 25, on Thursday and lauded her for clearing the Civil Service examination.
Kampu was accompanied by her mother Duyu Yakang and father Duyu Kajang and PPA leader Kamen Ringu.
Lauding the efforts of her parents, the CM said she is lucky to have good parents who are always supportive of her. The Chief Minister said the whole state is very proud of her achievement and said that IAS/IPS officers have high reputation in society and advised her to live by it.
He said the position you are going to hold is not meant to serve your own purpose, but to use that position for the cause of people.
Advising Kampu to have an open mind and willingness to learn, the Chief Minister urged not to judge anyone by their status or position. “A person of any strata can offer you learning experience, given that you are willing to learn. Knowledge alone cannot be a good guide but a good experience can,” said the Chief Minister.
Speaking on his objective of conducting “Janta Darbar”, the Chief Minister said the idea is to give platform to all people irrespective of their political affiliations or status to be heard. “I don’t want to discriminate people on the basis of their political stands. Our government is for the people and in true sense we want to serve the people,” said the Chief Minister.
IHRA alleges Govt apathy towards injured police personnel in May 2 Tawang incident
ITANAGAR, May 19: International Human Rights Association (IHRA) has alleged govt. negligence and apathy to those police personnel and magistrate on duty, who were injured during May two Tawang incident.
A team of IHRA led by its Chairman (NE) Demo Dada, which conducted its own investigation of the incident, informed that one magistrate on duty and 13 police personnel were injured in the mob attack in Tawang incident on May 2. Three of the seriously injured were evacuated to Tezpur for treatment, IHRA informed in a release.
While appealing to the chief minister not to overlook the sufferings and agonies of family members of those injured security personnel and magistrate, IHRA appealed for extending all necessary help, support and assistance to them.
According to Tawang SP Tume Amo, the IHRA informed, 27 vehicles and infrastructure of the police station were badly damaged in the mob attack.
The loss assessment was made by a Board constituted by the Tawang DC, it said.
IHRA also urged upon the DC Tawang to reveal the name of police personnel/IRBN on duty during police firing incident of Tawang police Station so that FIR can be lodged against them.
IHRA said it had been demanding copies of the FIR and charge-sheet against Lobsang Gyatso, his bail move/rejects etc. from the DC to know the actual facts.
Two days have passed, but no information was given by the DC. Any further delay in providing the copies would compel us to launch democratic movement, IHRA cautioned.
ATYO calls Upper Subansiri bandh on May 23

DAPORIJO, May 19: The All Tagin Youth Organization (ATYO) has called 12 hours Upper Subansiri district bandh on May 23 as protest against the non fulfillment of their demands regarding the Trans Arunachal Highway Project.
Expressing their resentment over the pending and ongoing Trans Arunachal Highway project, ATYO had demanded for immediate start of the project in the district.
ATYO stated that due to certain misunderstanding and political differences in the district, some people with vested interests including govt staff are indulging in forgery of papers related to the TAH compensation and has led to delay of the road work.
The demands include revocation of cabinet decision conceded on March 20, 2016 with respect to Trans Arunachal Highway in Upper Subansiri, disbursement of compensation money from Bopi to Tai portion and re-call of re-assessment and cross verification committee constituted by government.
Meanwhile, the district administration has declared the proposed 12 hours bandh call as unconstitutional and illegal as per the ruling of the Supreme Court and the provision of the Arunachal Pradesh Unlawful Activities (Prevention) Act 2014 shall be imposed on the bandh callers.
In an emergency meeting held today with the union in his chamber, the Upper Subansiri DC tried to persuade ATYO to call off the proposed 12 hours bandh call, but the representatives of the organisation refused to turn back saying that it is being supported by the whole public of the district. Tirap SP put under suspension
ITANAGAR, May 19: The State Government succumbing to the pressure mounted from various quarters as well as ‘respecting the sentiments of people’, has put Tirap Superintendent of Police (SP) Jasmeet Singh under suspension on Thursday for his alleged manhandling of a BJP leader without any provocation on Monday last.
While disclosing this, Deputy Chief Minister Kameng Dolo said that the State government would not allow disturbing the peace and tranquility of the state because of wrong conduct of any responsible law keepers.
Urging the people to maintain calm and peace, Dolo said Jasmeet Singh has been put under immediate suspension as a disciplinary proceeding against him for his wrong conduct. He will not leave the state capital without obtaining prior permission from the state government, Dolo informed quoting official order.
There was a growing demand for his suspension from various civil societies, like All Arunachal Pradesh Students’ Union (AAPSU), Arunachal Citizen Rights (ACR), for the alleged manhandling of a senior citizen by the SP, which has created fear psychosis and apprehensions amongst the peace-loving tribal people of the state.
CBI probe demanded into Marnya Doye death case
ITANAGAR, May 19: The Galo Welfare Society (GWS) has demanded for CBI probe into the case of Late Marnya Doye who was found dead in her apartment in Raigad, Maharashtra on April 26 last.
In its appeal letter to Union Minister for Home Affairs, Rajnath Singh, claiming that the owner of Sai City Engineer Sachin Pawar was not questioned properly, it has demanded that he be booked under suitable section of law for fair investigation into the case.
It further sought security for the elder sister of the deceased, Marina Doye, who is struggling to bring justice to her sister fearing that she might be attacked.
Skill development training concludes
KHONSA, May 19: The three-week skill development training programme held at Khonsa for Lazu and Khonsa blocks under BADP from April 26 to May 18 concluded at Town Secondary School, Khonsa on Wednesday.
Speaking on the occasion, Project Director, DRDA Khonsa, Dahey Sangno asked the trainees to make optimum use of the knowledge acquired during the training. He said that such skill development training could help the educated unemployed youth earn their livelihood and the skills they acquired should be practically utilized to augment their source of income.
Training were imparted by the professionals on basic computer, beauty and hair dressing, tailoring and painting. The three week training programme was earlier inaugurated by Tirap DC Ravi Jha on April 26.

Awareness camp on Domestic Violence Act
YINGKIONG, May 19: An awareness camp on Domestic Violence Act and POCSO Act was held in the community Hall of DC’s Office, Yingkiong on Thursday.
Chairing the function, ADC, Tapik Pertin spoke on the general procedure in availing legal aid under the Acts and advised the participants to seek instant help whenever such incidents happen.
DD (ICDS), C. Tangjang briefed about the salient feature of the Acts and informed that four such awareness camps have been organised by the ICDS department in the district since 2013.
OC, A.Taki informed about the various forms of child abuse and stressed that medical reports of the abused child is mandatory for filing of FIR of a case.
Secy. Women Welfare Society, Yingkiong, Oma Pertin, spoke about the general scenario of cases under Domestic Violence & child abuse and elaborated about ways to prevent such cases from happening.

NERP meeting held at Roing
ROING, May 19: A meeting was held in the office chamber of the DC-cum-DEO Roing on Thursday for the national electoral rolls purification (NERP) activities 2016 and proposal for rationalization of polling station.
DC-cum-DEO, Ravi Dhawan informed that the proposal for bifurcation of polling station in respect of 42-Dambuk and 43-Roing assembly constituencies has been taken into consideration for submission to CEO, Itanagar. The DEO also informed that May 31 has been fixed for next hearing for identifying and deleting the shifted or dead electors from electoral roll and requested all the members to disseminate the information to their respective villages.
CO (Election), Dr. Mary Nanom Taloh informed that the exercise is done to bring transparency in whole process and requested all the public and panchayat leaders to co-operate with the concerned EROs/AEROs and Booth Level Officers of their jurisdiction.

Fire safety awareness programme held at RKM Hospital
ITANAGAR, May 19: A fire awareness programme for the staff of Ramakrishna Mission Hospital, Itanagar was organised by Superintendent of Police, Fire Department, Kime Aya at the seminar hall of new OPD building on Wednesday.
The fire and emergency services team explained on “what to do & not to do” during a fire accident. They explained the safety measures to be taken during fire break and various causes of fire. A practical demo with different types of fire extinguishers was also displayed. Demonstration with volunteers from among the participants was also done on how to carry and evacuate the victims.
The fire department team consisted of OCFS, Takhe Horming, SFO, LiyomSora, LFM Yongam Likar, Firemen B.Gamlin and U.Riba. Around 50 participants from the hospital staff participated in the programme.
DHS meeting on RI and SIA
YUPIA, May 19: The Papum Pare District Health Society conducted a day-long district level meeting on Routine immunization (RI) and Supplementary Immunization Activity (SIA) micro plan on May 16 at ZPC Conference Hall Yupia.
Chairing the meeting, DMO cum Vice Chairman DHS Yupia, Dr. S. Ronya briefed that DHS Yupia is planning to conduct Measles catch up campaign to reach out to those unreached children through targeted interventions. The campaign will focus its effort in high risk area like urban slums, construction sites, areas with Measles outbreaks and other areas with weak Routine Immunization coverage, identified through Pulse Polio programme surveillance, current monitoring etc. Additional areas where regular Routine Immunization sessions are not being held either because they are hard to reach area or ANMs has not been posted will be focused.
The DMO stressed for engagement of ASHA for mobilization and other line department for successful implementation of campaign.
DSO, Dr. R.R. Ronya made a presentation on facility/block wise measles case reporting status in the district and detail discussed on Measles outbreak in the district.
SMO WCO, Dr. Tage Taka presented on how to improve the immunization status in the district and also briefed the aims and objectives of the Measles catch up campaign in the district. He stressed for giving general awareness to the people on immunization and IEC/BCC to reduce the drop out children.
Earlier, DRCHO, Dr. J. Ado informed about the present immunization status of the district. He expressed the optimism to improve immunization coverage after conducting of Measles catch up campaign in the district. He requested all the M.O incharges to prepare perfect micro plan in their block/facility with a special target for age group of 0-5 years for routine immunization, 9 months – 10 years for Measles catch up campaign and implement the programme accordingly. DM bans hunting in Lohit
TEZU, May 19: Lohit Deputy Commissioner cum District Magistrate, Danish Ashraf has issued an executive order imposing ban on hunting of wild birds and animals with any kind of fire-arms, including air guns and fishing using explosives, generators, poisons etc. in entire Lohit district with immediate effect.
Anyone found violating the order shall be liable to be prosecuted under relevant provisions of law, added the order. DIPRO
AdiSU alleges breach of agreement by Govt.
ITANAGAR, May 19: Adi Students’ Union (AdiSU) has lodged a complaint with the Director of Higher and Technical Education against the State Government, alleging breach of agreement to give the land donors of Jaipur Polytechnic College job preference over others in group “C’ and “D” posts. Providing a copy of the deed of agreement reached between the land donors and the State Government to the effect that land donors would be given job preference in group “C” and “D” posts in the polytechnic, AdiSU, in its complaint letter to the DHTE Director alleged that the State Government has appointed many ‘outsiders’ in the posts depriving candidates from the land donors party which is a clear case of breach of agreement.
AdiSU demanded immediate cancellation of all such appointments and keep job reservation for the land donors and local candidates in the polytechnic as per the agreement.
Fifth Legal Aid Clinic opens
ITANAGAR, May 19: The fifth Legal Aid Clinic in the state was inaugurated by Dr. Indira Shah, Judge, Gauhati High Court on Wednesday at Oju Centre, Naharlagun under the aegis of the Arunachal Pradesh State Legal Services Authority and the Oju Welfare Association.
An interactive session was held which was actively participated by the members, wherein doubts and clarifications on various aspects of laws and more particularly the issues of the activities of the legal aid and programmes being undertaken by the State Legal Services Authoritiy was informed and cleared.
Justice Dr. I. Shah dwelt upon the concept of access to justice under the constitution and visualised the important role of legal aid clinics to facilitate the poor and marginalised sections of the society to obtain legal assistance with that of health centres.
Earlier, Member Secretary, Arunachal Pradesh State Legal Services Authority, Budi Habung dwelt on the concept of legal services and its activities and the importance of the establishment of Legal Aid Clinics. He also informed about the proposed opening of such clinics at Pasighat and Yingkiong in the near future.
Among others, Additional Advocate General, Arunachal Pradesh, T.T.Tara, Secretary, Itanagar Permanent Bench Bar Association, Gauhati High Court, Kento Jini, Member Secretary, Arunachal Pradesh State Legal Services Authority, OSD, Dani Belo, Chairperson, State Women Commission, Mitali Thingkatra, Chairperson OWA, Ratan Anya, members of the local Bar Association and others were present in the function.
DHS cautions aspiring candidates
ITANAGAR, May 19: The Director of Health Services has cautioned all the aspiring candidates from alleged illegal collection of money by some unscrupulous office bearers of a certain union with an assurance to regularize their services as Multi Purpose Workers (MPW) under NVBDCP of the Department of Health & Family Welfare.
“As per information, the office bearers of the said union is collecting money from candidates for regularization of their services as Multi Purpose Worker (MPW) under NVBDCP of the Department of Health & Family Welfare,” Director Health Service Moji Jini said in a release.
Saying that such illegal collection of money for regularization of jobs is not only unlawful but an attempt to tarnish the image of the Department, Dr. Jini clarified that the Department of Health & FW is in no way connected to or responsible for such collection of money by unscrupulous individuals under the garb of unions.
The department has already lodged FIR against those alleged offices bearer of the said union, he said.

The NE no doubt is an important part of India for the development of Eastern Economic Corridor to connect SE Asia through Bangladesh and Myanmar. Railway networks and highways are also under development and if this could continue for the next decade the region will be economically transformed. However, it should be the responsibility of everyone to establish total peace in the region. The Naga Peace Accord and the positive dialogues of some fractions of ULFA in Assam is a positive development. The feuding groups in NE as also the insurgents need to understand that there are options within the framework of the Indian constitution for common development and protecting the integrity, culture, language and ethnicity of different tribes and sub tribes inhabiting the region for several centuries and their uniqueness is recognized and greatly respected.
It is time for the people of the region to throw their differences away and come
closer on a common platform for establishing long term peace for ensuring economic
progress for the region. If not anything, the long term peace in NE will boost tourism
several folds both from mainland India and adjoining countries but also from western
